"The first Summer School of the Australian Institute of Political Science, held at Robertson, New South Wales, in January, 1933, took place at a time when Australia, in common with the rest of the world, was emerging from a disastrous economic depression. That School concerned itself with the working of the Commonwealth Constitution up to that time. The fifteenth Summer School met at Albury in January, 1949, when Australia was engaged, like many other countries, in the process of reconstruction, following the Second World War. The 1949 School sought to examine the virtues and inadequacies of the Australian Constitution in the light of the experiences of the past 16 years and to consider what were believed to be the needs of the future. While the discussion at the 1933 Summer School largely centred around legal and technical aspects of the Constitution that at Albury appeared to be more concerned with the political and social implications." -- introduction, page 7.
